It is designed to be worn over outer clothing (e.g. a jacket), which is why it is very rigid, and the inner side features a highly grippy rubberised layer to prevent slipping.
The belt consists of two parts – the mentioned coarse inner layer and the outer soft layer with MOLLE system, several loops with a metal eyelet, and a massive Austrialpin(R) polymer buckle. Both parts are attached to each other along the entire length with hook-and-loop fastening, so you can detach the outer layer with the MOLLE system and use it as a regular trouser belt.
